Over the Top is a commonly used term in golf instruction and generally carries a negative connotation. It is meant to describe a swing that has a steeper downswing plane as compared to the backswing plane: the downswing plane is “over the top” of the backswing plane.

This move is commonly associated with slicing, though the two are not necessarily linked.
